To be powerless is to allow oneself to be defined by others.
Ergo, to be powerful at its most basic means the ability to define oneself. (Regardless of what those around you think of you.)
It does not have to mean to define oneself, then also gratuituously define others, willy nilly.

Personally, I think powerlessness is usually a misperception.

As Richard Bach's The Reluctant Messiah's book says - argue for your limitations and sure enough, they're yours.
