Faith-based AND community organizations. Sure, Bush wouldn't pass up a chance to push a religious agenda, but in this case it's more about the money. It was part of his campaign platform his first term, or at least was introduced shortly thereafter. Frankly, if I were receiving social services, I wouldn't be so much worried about religious dogma being pushed on me, as I would starving or having no shelter or medical treatment or disability benefits if I lived in a poorer community of if the economy were bad. Bush doesn't care if religious or non-religious groups step in as long as it becomes someone else's problem.
