He finally remembered that, did he? Wasn't this one of Bush's first-term goals, to cut welfare and aid programs and claim that community organizations could pick up the slack?

Faith-based community organizations.

That I'm sure won't ever, either blatantly or subtly, pressure people in need to change their spiritually-related behaviors in any way in order to receive said help.

Faith-based AND community organizations. Sure, Bush wouldn't pass up a chance to push a religious agenda, but in this case it's more about the money. It was part of his campaign platform his first term, or at least was introduced shortly thereafter. Frankly, if I were receiving social services, I wouldn't be so much worried about religious dogma being pushed on me, as I would starving or having no shelter or medical treatment or disability benefits if I lived in a poorer community of if the economy were bad. Bush doesn't care if religious or non-religious groups step in as long as it becomes someone else's problem.

Well surely "faith-based organisations" would be included under the gammut of "community organisations".
