I think he just got around to visiting at the same time as he got around to offering help. A better leader would have done all of that five days ago. In that case, it's no coincidence, but it's still not as premeditatedly evil as the poster is suggesting.

We don't have to make up motivations and claim that there is evil intent behind any of this. It already looks bad enough on him that he took this long, and that he's more concerned with crowd control and shipping lines than with helping the people. Shrieky paranoia and made-up conspiracies only make his critics look bad.

I can believe that today, he timed his own visit to coincide with the arrival of the supplies. But if there were orders to actually withhold anything, someone will come forward and tell the world about it very soon. Some big military cheese or Coast Guard official will spill the beans, probably at the cost of his career.

With all the people that are involved, and who would have been told 'don't go in there yet, hold off until he shows up', at least one of them will be conscientious enough to say something.
